SECTOR PREPARATION
Cleaning tender support
A cleaning tender response needs to connect the actual site specification to a credible operating method. Start with areas, access windows and required frequencies, then identify the people, supervision and records that support your proposed service. A general company brochure cannot explain how a particular building will be cleaned.
Start with the actual tender
Break the specification into sites, surfaces and service frequencies.
Map each shift to available staff and a named cover arrangement.
Locate product-specific assessments, training and inspection records.
Separate existing evidence from mobilisation decisions awaiting approval.
Check the proposed inspection and escalation method against each scored question.
Chemical evidence is more than a product list
HSE explains that safety data sheets describe chemical hazards and help inform a risk assessment; a data sheet is not itself that assessment. For bid preparation, identify the assessment, controls and training relevant to the actual products and tasks proposed.

Coverage before reassuring prose
HSE notes that the controls needed depend on the cleaning task. Calculate the coverage your business is willing to commit to, including absence and access restrictions. Record who can approve extra hours and replacement staff. If the buyer has not supplied an area schedule, log the uncertainty and ask through its clarification channel rather than inventing floor areas or production rates.

Cleaning bid evidence checklist
Use one record for each relevant item. Keep unknowns and approvals visible rather than filling them with assumptions.
| Field | What to record |
|---|---|
| staff coverage | Record shifts, absence cover and the person confirming capacity. |
| site specification | Reference the site, task, frequency and tender page. |
| supervision | Name the supervisor and escalation route. |
| COSHH evidence | Link the relevant chemical assessment and training, with scope limits. |
| inspection records | Locate dated inspection records; avoid extrapolating beyond the sample. |
| mobilisation approvals | List access, supplies and staffing decisions needing approval. |
Fictional worked example
Fictional teaching example: an office specification asks for evening cleaning, but access ends before the proposed shift. Mark access as an unresolved dependency, raise a clarification and leave the mobilisation schedule provisional. An inspection form from another office can show the recording method, not prove performance at the new site.
No real customer, live opportunity or contract outcome is described. Do not submit this example as your own evidence.
Common mistakes
- Using the same frequency for every area without reading the schedule.
- Calling a generic product sheet a site-specific risk assessment.
- Promising uninterrupted cover without checking staffing capacity.
Questions about this guide
Should I list every cleaning product?
List what the question requests and connect the relevant products to tasks, controls and evidence. Do not bury the proposed cleaning method in an unrelated catalogue.
What if the site schedule is incomplete?
Record the missing area or access information and submit a neutral clarification. Do not quietly fill the gap with a favourable assumption.
Does this checklist prove eligibility?
No. It helps organise evidence. The buyer notice, applicable rules and final tender instructions determine what is required.
