TEMPLATE AND PLANNER
Tender compliance matrix template
A compliance matrix connects a buyer requirement to the place you answer it and the evidence supporting the answer. It is a coverage tool, not a certificate that the bid is legally compliant. Keep one row per checkable requirement so that omissions and unresolved decisions remain visible.
Start with the actual tender
Create a row for each requirement and record the document version.
Identify whether it is mandatory, weighted or an information request.
Assign a response owner and link the relevant evidence.
Record the exact answer or attachment location.
Review unresolved rows before client approval and retain the released version.
Keep participation and assessment distinct
Official participation guidance distinguishes conditions of participation from award criteria. Use that distinction where it applies, but preserve the buyer terminology and actual procedure rather than relabelling every tender as if it follows one regime.
Cabinet Office: conditions of participation ↗ — Procurement Act procurements; check the authority and transitional rules.
What complete means in this matrix
Complete should mean the requirement has an answer location, appropriate proof or an approved explanation, and the responsible person has checked it. It should not mean the writer copied text into a workbook. Record clarification references and dependencies where a row cannot yet be closed.
Downloadable compliance matrix
Use one record for each relevant item. Keep unknowns and approvals visible rather than filling them with assumptions.
| Field | What to record |
|---|---|
| requirement ID | Use a stable reference, not a row number that changes when sorted. |
| source page | Include document, version and page or question. |
| requirement text | Capture the actual instruction without a favourable paraphrase. |
| mandatory/weighted | Copy the buyer classification and note uncertainty. |
| owner | Name the accountable response role. |
| evidence | Link document and exact supporting passage. |
| response location | Locate the final answer or attachment by reference. |
| status | Use open, awaiting evidence, awaiting approval or checked. |
Fictional worked example
Fictional teaching example: R-03 maps an absence-cover question to a proposed method statement, but the operations owner has not approved the reserve capacity. Response location exists; status remains awaiting approval. The row is not marked compliant just because words have been drafted.
No real customer, live opportunity or contract outcome is described. Do not submit this example as your own evidence.
Common mistakes
- Combining several requirements into one reassuring status.
- Using a green check without recording evidence or approval.
- Losing question references when a spreadsheet is sorted.
Questions about this template
Is a compliance matrix legal assurance?
No. It organises requirement coverage. Applicable rules, the actual tender and competent advice govern legal interpretation.
Should scored and mandatory rows be mixed?
They can share a file if classification is explicit and mandatory gaps stay separately visible. Do not average them into one score.
Can I download it without enquiring?
Yes. The blank CSV and Markdown worksheet are ungated. Replace the illustrative categories with your actual tender references.
Source notes and limits
Cabinet Office: devolved contracting authorities ↗
Different devolved arrangements and cross-border exceptions require checking the actual authority. England, Wales, Northern Ireland and Scotland are not interchangeable regimes.

Cabinet Office: transitional and saving arrangements ↗
Procurements commenced under the previous legislation continue under the applicable saved regime. Identify when and under which regime the procurement commenced; current guidance does not replace legacy rules.

Cabinet Office: conditions of participation ↗
Participation requirements and award criteria are distinct; tender-specific evidence matters. Procurement Act procurements; check the authority and transitional rules.
